Project Manager I: Hiring Range $78.312 - $88,109/annual - Salary Range $78.312 - $117,458/annual
Project Manager II: Hiring Range $93,059 - $104,707/annual - Salary Range $93,059 - $139,589/annual

Position Summary: As a Project Manager I, you will provide management of remodels, repairs and maintenance of City of Aspen owned properties and facilities. Also provides support to the Capital Asset Director and Facilities Manager on a variety of department function including general administration and supervision in the day-to-day operations, maintenance, and project management of the department. In addition, as a Project Manager II, you would also perform professional level planning and management of large remodel and ground up City construction projects to include design and review, project bidding, construction planning, budget management, schedule, and construction oversight, consistent with the organization's values and mission statement.
Supervision Exercised and Received: This position works under the supervision (direct and general) of the Capital Asset Director.

Project Manager I Essential Job Functions:
Properties and Facilities Management
* Work with the facilities maintenance team to help manage various City owned properties, including The Rio Grande Building, City Hall, The Armory Building, Aspen Police Department, Water Place and Cemetery Lane housing, Animal Shelter apartments, and the Animal Shelter. Aids and supports related to management of the other departments facilities including, Yellow Brick Childcare Center, Red Brick Recreation Building, Wheeler Opera House, Marolt Seasonal and Truscott Apartments as needed. Oversees property maintenance, warranty requests, contracts and budgets including but not limited to services, goods, cleaning, and repairs. Performs quality control and property inspections. Provides input and feedback to the Manager on the long-range plan for all capital and operations of these properties and facilities.
Project Management
* Coordinates and supervises the construction process from the conceptual development stage through final construction, making sure that the project gets completed on time and within budget. Supervises the planning, scheduling, and implementation of these designs. Obtains all necessary permits and licenses and monitor compliance with building and safety codes, other regulations and requirements set by the City of Aspen. Schedules projects in logical steps and budget time required to meet deadlines. Prepares contracts and negotiate revisions, changes, and additions to contractual agreements with architects, consultants, clients, suppliers, and subcontractors. Prepares and submits budget estimates, progress reports and cost tracking reports. Plans, organizes, or directs activities concerned with the construction or maintenance of structures, facilities, or systems. Reviews and recommends approval for construction changes and payments. Identifies, researches, and assists with solutions of problems with design and development.
* Manage remodels and repairs of employee housing units.
* Manage remodels and repairs of City owned buildings.
* Assist other departments with construction project management.
Purchasing and Contracts
* Negotiates contracted labor related to properties. Initiates new and renewal contracts for services, goods, and construction purchases. Oversees and contract maintenance and repairs including but not limited to mowing, trimming, snow removal, and cleaning of common areas for properties. Assists City in research, analysis, and procurement of environmentally sound products in compliance with City policy and procedures where feasible.
Budget Management
* Performs monthly bookkeeping duties including assisting the Asset Office Manager with operations and maintenance invoices processing. Estimates and recommends funding for capital improvement projects of properties during the annual budget process.
Project Manager II Essential Job Functions:
Design Review and Assessment
* Manage design team contracts, monitors design process, presents design work to city council for input and approvals. Review all design documents for accuracy and best design practices.
Project Management
* Oversee large remodel and ground up city construction projects to ensure compliance with bid documents and specifications. Review and recommend approval for construction changes and payments.
* Develop, manage, and coordinate plans and specifications for specific capital improvement projects.
* Monitor work progress and quality of contractors. Identify, research and assist with solutions of problems with design and development. Review and analyze site plans, written materials and other application documents and permits for consistency with applicable provisions of the Aspen Municipal Code and Comprehensive Master Plans.
* Develop referral comments and recommendation for applications, appointed boards and elected officials through written communication and oral presentations. Create graphic aids for public information.
* Manage remodels and repairs of employee housing units.
* Manage remodels and repairs of City owned buildings.
* Assist other departments with construction project management.
Policy and Procedure
* Perform field site visits, inspections and enforce policies and procedures for compliance; attend public meetings.
Budget Management
* Assist in the preparation of the annual budget including preparing cost estimates for capital projects. Prepare project budgets, monitor expenditures to ensure costs do not exceed budget, forecast financial requirements, approve payments, analyze variances, and initiate corrective actions.

Minimum Requirements:
Education: Bachelor's degree in engineering, construction management, or related field preferred
Experience: PM I requires one year of property maintenance or project management experience, PM II requires four years of progressively responsible professional experience in project management and construction oversight.
Technical Knowledge: Proficiency in Microsoft Word, Excel, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.
Licenses & Certifications: Must possess a valid Colorado driver's license or be able to obtain one within 30 days of start date.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
